My Hair Is Curly Underneath And Straight On Top

Is there any way to make all of my hair look like this naturally.

My hair is curly underneath and straight on top. It looks very odd when they lay flat over my wavy hair underneath. However if this does not work cut the straight hair underneath shorter than the top outer layer. Maybe go to a hair salon and ask for a cut that makes the curls look more. You could try using those curl tubes from sallys i forget what they re called but they re no heat curlers.
